Governance Pillar
Organizations sometimes require a renewal of consciousness of the processes that will get them to their vision, mission, and the reason for their existence beyond the rigid systems that structure their practice. Their internal experts are often fit for purpose, but organizations sometimes need a ‘healthy mirror’ to see their processes broadly and to take everyone along in redefining purpose and the brand; to rethink or tweak their strategy and invite their business units in the important organizational mutation; and to plot the relevant monitoring and evaluation methodology for their purpose and plans.
This pillar deals with an analysis of governance systems of an organization and an enhancement of management tools tailor-made for the organization. This pillar also deals with research on local government and traditional leadership specifically. POE has long and deep experience of these spheres of government – from a teaching and research perspective
Heritage and Social Research
Social research and analysis of heritage is a particular strength and focal area of POE. Based on long experience of looking at history from different angles – including archives and indigenous knowledge, we triangulate historical record, capture the logic of cultural artifacts and intangible heritage of ‘a people’, and process the rich history for policy – in terms of how policy can influence relationality and societal integrity through heritage. Managing diversity of culture and heritage to enhance communal living and a sense of belonging is behind the analysis and the recommended policy design by POE.
Observing cultural settings beyond RSA has equipped POE to ponder on how to tone down a sense of artificial engineering in the relationship between policy and heritage and encourage a sense of genuine experience of cultural diversity. POE also undertakes social research related to specific social and societal matters. These are matters such as how society deals with disability, youth, children, environmental conservation and socio-economic issues.
Gender Change Management Pillar
This pillar scans the status of gender transformation and relations within an organization. It then offers a balance of instrumental elements of gender change management and qualitative aspects of change – both short term and long term. According to the Women in the Workplace Report 2024: The 10th Anniversary Report, it will take 50 years for women to achieve parity in the workplace, if the system can work pipeline gaps sustainably (McKinsey & Company October 2024).
Work environments are influenced by specific circumstances around them – local traditions, local social hierarchies, multiple value schemes, internal politics and history between organizational units, etc. These sometimes have a bearing on the way professionals interact – with good, but sometimes with unintended results. Needless to say, various countries and organizations are affected differently, with some still far from their value statements on gender justice. POE helps organizations to enhance agency and commitment to gender change management.
Citizen Engagement and Stakeholder Facilitation
The founding principle of state legitimacy is action with the people. This is not just a political principle it is an organising operational principle. In South Africa, according to the National Development Plan the state cannot merely act on behalf of the people; it has to act with the people, working together with other institutions to provide opportunities for the advancement of all communities. At POE provide platforms for constructive engagement and round-table discussions based on the values of Ubuntu and inclusive democracy. We also empower society to be self-sufficient, self-reliant and self-respecting, emphasizing the need to preserve public assets, even during protest. It is important to preserve and encourage a culture of good timely decisions.
This pillar also undertakes research related to public participation, civic duty, and accountability. From the perspective of community institutions, it looks at openness to participation as well as proactive reach to citizens. Such research and applied intervention are important as these speak to use of existing channels of communication with public institutions by communities as well as the institutions effective reach to communities – all to assist in co-ordination of development effort. Needless to say, outreach related to policy formulation is as important to track and firm up as is daily accessibility to the operations/service of public institutions. POE enables these perspectives to public participation.

This is a monitoring and evaluation pillar, specifically to deal with organizational culture and ethics within a changing work environment. Organizations must appreciate (or be persuaded to appreciate) the intangible assets that are embodied in: good values, professional ethics, organizational justice, as well as, image and reputation of the organization.

POE approaches this work through a) engagement for institutional culture diagnosis; b) illumination of intangible assets specifically for a particular organization, c) initiation of cultural change management and handover to champions. POE tracks the lived experience of ‘systems’ in the mix of digital and human resources – as perceived by clients and customers. While digitization of solutions is an undeniable characteristic of the 4IR, each organization has to create a mutual understanding of how to pitch offering and induction into the tools of service – such that the organization is efficient in its strategic purpose.
